You'll not be able to simulate the ECU's job  :(

Touching the contacts for even a moment will cause the idle speed motor
to open or close fully. The ECU fires the idle speed motor many times a
second

I'm concerned that something else is causing this problem. You should be
able to get the idle right down to 800 rpm using the brass screws. If
you can't, then in normal operation the idle system may be fighting
against another fault...
