That hole is where the fuel adjustment screw is located - but it 
should have a plug in it. It is suppose to be closed off. There is a 
rubber plug with a stem for removal, etc. Order from DMCH.

With that open you will not get a correct air-fuel mixture at any 
speed or temperature.
