If the motor was overheated then there is a strong possibilty that a
head gasket is popped, not a cracked head. White smoke usually
indicates a coolant leak into the combustion chamber. A definitive
test is to use a "combustion gas tester" to test the coolant for
products of combustion. You can also use a coolant system pressure
tester and see if the pressure rises quickly but that is not as
difinitive. As for the mixture being too rich, you would know because
your eyes would burn from the exhaust and the catalytic convertor
would be glowing red. If the car was running OK before then there is
no reason to believe that turning the mixture screw is going to fix
it. Especially if the tamper-proof plug is still there. More likely a
cylinder is not firing. Usually caused by a bad injector or a problem
in the secondary ignition (wires, spark plugs).
