Yes, some people have $8-$12k cars and report "no problems, it's all
wonderful", but they are the exception to the rule. Generally
speaking, cars under ~$15k are going to be fixer-uppers.

Now all the people who paid less than $15k are going to come out of
the woodwork and tell me how wrong I am, but, whatever. Most people
who buy a cheap car end up with a project. Maybe it's a project that
runs and turns heads, but it's still a project and you'll still put
thousands more into it. Sean's $8k and $12k cars were obviously
fixer-uppers when he bought them, otherwise he wouldn't have used the
phrase "got them up and running as dailies." If the car doesn't run
well enough to be a daily driver, then it's a fixer-upper, period.
