It would appease the people who think child molestors want to adopt
children to abuse. 

What I propose would /streamline/ adoptions and make them easier for
people. Right now they're such a mess, most people don't even bother.
I used to know a couple who adopted a little girl here in the U.S. It
cost them some thirty grand and several years to do it. What the hell
for? She was an infant child given up for adoption at birth. Nobody
else was trying to adopt her. Why can't they just match you with a
child, determine you're fit to raise him and let you go home? The
whole process shouldn't take more than a few hours. 

Then, to keep the conspiracy theorists happy, you do some at-home
checks with the family to make sure things are going well, and then
get the heck out of their lives.
