I have always used stainless steel sheet metal screws.  But
I sometimes destroy a few in the process because they are
phillips heads & not very strong.  Steel hex-head sheet
metal bolts like for holding struts on a hurricane-resistant
garage doors would work better.  Yeah, attaching a screw
like that in fiberglass sucks, but that is the easiest way
to do it.  If you dont like that then go for some epoxy if
you can get it under the panel.
