Each actuator has a rubber diaphragm with a spring behind
it.  With no vacuum in there, the spring pushes the
diaphragm (and linkage attached to it) forward.  When you
apply vacuum, the diaphragm sucks in pulling back the
linkage.

You lost me.  "Actuator on" means vacuum applied, linkage
retracted.  "Actuator off" means atmospheric pressure
applied, linkage extended.

Which vacuum line is the one you call "hose one"?  If you
have a vacuum line with vacuum in it (verified by hearing it
hiss and having it suck your finger tip) and you attach it
to an actuator that fails to retract then you likely have a
bad actuator or something attached to it has jammed.
