We recently had a discussion about this (last week!). 
The hissing is probably unrelated to the compressor
turn on.  The Grady "rubber part" should fix your
hissing problem..  However, the compressor problem may
either be low freon or an electrical problem (Bad low
pressure switch, for example).

It was common for the light in the engine compartment
to melt and cause a short.  The fuse may be blown
because of it.  But, check the electrical connections
at the switch in the engine compartment.   Same for
the doors, check the switches to see if the wires have
been removed...  This takes less effort than asking
the question on the DML!

Yup, Either replace the boards with the Grady ones or
try to repair your old ones.

Could be the tail light boards, or the reverse switch
in the transmission.
