I will agree that you CAN clean it out while in the car, but it's a lot easier out.... and if my and my friend's project cars are anything to go by, taking it out can yield some nasty surprises in the form of flaking epoxy from a leaky brake master cylinder which collects under the tank and along the lower edge of the frame. I suggest if you're going to clean it and there's evidence of rust down there, drop the tank and use the opportunity to wire brush and paint the affected chassis areas. Almost the entire top side of the fuel tank flap was flaking and rusty. Luckily all surface rust though. I will try to take some pics of my project car to show you what I mean.
