The AC draws moisture out of the air by passing it over the very cold
evaporator, onto which the water condensates and then freezes (a by
product of actually cooling the air).It's what makes dehumidifiers work
too.

When the AC is turned off, the ice crystals melt and in the D the water
drains out by the passenger footwell, or all over the carpet if you have
a leak :)

As for why they seem to steam up in the first place, I don't know. But
then my old Sierra (which didn't have AC) would steam up in seconds if
you got in with wet clothes/hair - and my Renault 19 is just the
same....
