It would depend on your controller.
If the power is on/off the light will be the same.
If the power is ramped up and down then the light would follow slightly.
But yeah, they are instant on and off....which can be helpful if you are 
trying
to have a fast moving display of lights.
When you move the other lights fast you just end up with a solid
half lit mush of light without definition.
That's just my opinion.
