That's a good question. And the reason is, because I don't know what
kind of other internal damage the engine might have. Specificly, I'm
refering to the bearings, since there is now water in the oil.

I also don't know the history of this engine. It looks as though the
head gaskets were blown before by the previous owner, because the
exhaust manifolds were each held on by only two bolts. When I first
discovered this, I simply tighten the nuts back into place with my
fingers. The car over all has had a pretty shady history of bad
mechanics breaking things before I got it. Most of my repairs have
been fixing things that other people broke, rather than things
inherently wrong with the car. So this abused engine, that is nearing
almost a quarter century old is really questionable.
