The DMCH sender is "notchy" with 9 increments and is prone to 
fluctuations esp when at the bottom end of the scale and negotiating 
hills, but what you describe is rather worse.

I've had a DMCH sender pretty much since they first appeared and 
although the resolution is not as good as I'd like at the lower end, I 
truly do believe it's making the best of a bad situation in what 
basically amounts to a flat fuel tank and where the electrics are 
seriously exposed in the OEM sender..
