Okay, given this info then the most likely cause is the
diaphragm in the mode switch is torn.  This is from the
lubrication on it drying out.  You can buy a new rubber
piece from PJ Grady.

Otherwise check to make sure that the mode switch is getting
vacuum.  You could have a kinked line or trash plugging the
line or a line that is pulled loose (causing a vacuum leak).
