Yes, but that spec is -upstream- of the cat.  That'll be a much different
reading at the tailpipe.  What I'm looking for is what it should read at the
tailpipe...

Why don't you simply unplug the frequency valve, then set CO wherever
is best for performance (European spec is 1.5% or 2%, as I recall).

Can easily plug the silly thing back in when it's time to get tested
again.

900 RPM is overall Volvo idle speed spec, BTW (F series).
