That is pretty bad.  Here in Houston, there are a couple of spots where 
they've decided to make very small traffic circles, but they're really 
just four way stops with nice flowerbeds in the middle of the 
intersection.  That's not quite how it's supposed to work.

There's one large traffic circle in town near the museum district where 
they've actually done it right.  Unfortunately, most of the drivers here 
don't know how traffic circles are supposed to work and they screw it up 
anyway.
