Starter ? hm, did he have it off ? maybe it is connected wrong ? I mean there are several wires there, also one for the iginition resistor / relay. This could be an explanation why the spark may not be correct. But nobody has confirmed yet that he has mounted and wired the starter correctly or that the starter makes any noises ?!?!?
