a popped radiator hose does not necessarily indicate the pressure cap not working. If the hose is not on snugly, it can pop off with pressure (less than 15lbs, eg). Also, it is not likely that the popped hose would cause the belt to break. The belts are pretty strong, and the hoses are weakened by the heat of the coolant...
