I think the fuel pump running continuously and the acceleration problem
are
unrelated.  I bet that there was a problem with the RPM relay, so someone
probably bypassed it.

The first thing I could check with the poor running engine is to listen
for
if the frequency valve is running/cycling on & off.  The next thing I
would
check is fuel pressures and suspect a bad warm-up regulator.
