Black shoe polish works very well on the steering wheel for me.

Start with the best leather cleaner you can find and go from there. If it
doesn't come off you may need to redye the wheel. It could be as simple as
the oils of the previous driver's hands causing discoloration, it could be
from sun (UV) exposure or it could be a mold type growth. 
What you need to determine during the cleaning process is if it a surface
problem (growth) or is actually in the leather like a stain or color change.
