He's legit, instead of saying "Free Shipping", it is a way to charge another $10

incidentally, a couple years ago you could buy 30# cylinders of R-134a from
Sam's Club for a really decent price, but they no longer carry it


so, want to get legal?  it's pretty easy to get your EPA 609 MVAC Certification:

the "catch" is that to stay legal you have to invest in the proper equipment to
reclaim/recycle freon, but with the current price of R-12 (and the continued
increase of R-134a), it is a good investment if you are doing many cars

a typical Delorean that is not cooling is down to about a pound of freon, but by
reclaiming it, drying it, removing any air, and evacuating, leak testing, &
drying the entire system you get by with only needing to add a pound or so every
few years, and you know precisely how much total freon is in there (which is
impossible to know if you just "top it off")

it is very easy to service and take care of a system that has always had R-12 in
it, or one that has been *properly* converted to R-134a (ref. SAE document 1661,
"Procedures for Retrofitting R-12 in mobile A/C systems to HFC-134a") - it is a
mess on the ones that were "converted" using the $30 "kits" from Walmart, etc.
