Don't try to push on the air metering flap.  It's possible to damage  the 
hinge or bend the plate.  It's most likely that the metering pin inside  the 
fuel distributor is stuck.  You best bet is to remove the fuel  distributor 
and try to free the pin, perhaps by soaking it in fuel system  cleaner and 
then using compressed air to blow the pin out the bottom and into a  rag - DO 
NOT damage the pin or let it fall on the ground.  If you nick it,  you will 
need to replace the whole distributor.  I have freed-up a stuck  pin this 
way before.  There is an O-ring under the distributor that will  probably 
have to replace, so buy one before you do this.
