Yes, It should move down firm under fuel pressure and second time easier and
3rd almost no pressure. Keep in mind that fuel will squirt into the
cylinders when you do that. Then unplug the CSV when trying to start. If it
doesn't go down then loosen the 10mm screw in the middle and center the
larger plate.

I have been working on the fuel system. I have replaced the pump and filter
and confirmed fuel delivery to the fuel distrubutor. When I try and press
down on the air flap it does not move at all. Is this normal. I think it is
stuck. Car sat for 3-4 years with old gas. I have already removed the old
pump and baffle and replaced with new after cleaning out the tank. Added 3
gallons of fresh gas.
