OK, what are you painting -- the two pieces surrounding the steering
column or the three pieces surrounding the windshield?

Both are paintable. Pretty much everything on a car can be painted.
I've even changed the color of soft vinyl pieces (arm rests, door
pulls, even a dash cap) with latex because it stays pliable.

The secret is the primer. You need something sticky and durable. Grey
primer is neither.

It is very hard to get an even finish with gloss paint. Even with a
proper spray gun you have to be perfectly parallel to the surface for
the entire stroke. Tilt the gun even slightly, and the sheen will die.
Spray bombs make the job even more difficult. Ever seen a body panel
painted with spray bombs? That's what you're up against. Gloss also
tends to show underlying imperfections.

Satin finish may be an acceptable compromise.

As stated, I'm partial of late to those textured spray bombs. It's
almost impossible to screw them up. They also are very resistant to
running. Produce a surface with the texture of sandpaper. And they do
reflect light slightly as it hits their tiny bumps. Buy a can and try
it out on an old cardboard box or something.
