You can prove it. Put it on your car and if you don't see and feel the
improvement I'll take it back. Also, Go to K & N and read their data. I
don't think they lie. Go to MSD, Pertronics, Bosch, Taylor and others and
read their data. 
I put things on and try out on my car not to try to prove them wrong but to
see how much of an improvement there will be. 
Look at the positive side. This doesn't mean you have to do it with all
things because sometimes there is reason to be aware of something. But it
doesn't hurt to try with in reason. If you want to put everything on a dyno
to test it then be my guest, but I don't need to know the HP on everything
when I can feel the difference.

There is saying that is:
Be not the first to try on the new nor yet the last to thrown the old away.

I also don't see any reason to run to the Dyno every time I or anyone makes
a small change. Most of the manufactures do that for us.
Jump in the water is fine.

My problem with all of these "performance improvements" is that 
there is never any data to back them up.  If these things really are
an improvement - prove it.  Put a standard, freshly tuned up car on 
a dyno for a baseline run.  Then make One Change and put the car 
back on the dyno and measure the difference.  Then put the old parts 
back on and put the car back on the dyno.  The first and third runs
should match, the middle run shows the improvement.  

Dave is right - you can't evaluate any new part as a performance 
improvement unless the part being replaced is running at it's optimum
specification.  It's like replacing a 25 year old, flat bald tire 
with a brand new properly inflated tire and claiming that it's 
an absolute performance improvement over the original spec tire.
You aren't comparing to an original spec tire - you are comparing 
to a 25 year old, flat bald tire.

Until there are measurements, it's all snake oil.
