[DML] Persistant cold start issues



My car has never wanted to cold start in the time that I have owned it 
(1 year). In the mornings I always have to crank the engine over 7-8 
times before it catches. If I swap the WUR and CSV plugs the valve 
will spray and if I bypass the TTS by touching the blue wire to ground 
the CSV will spray (while cranking) hence my already replacing the 
TTS. 

I took some voltage readings at the CSV both with the TTS bypassed and 
plugged in while cranking the engine cold. Bear in mind that my CSV 
WILL spray if I bypass the TTS (blue wire to ground) and will not 
plugged in. The voltages read the same 9.9v for each condition! I 
assumed that I would get a lower voltage with the TTS plugged in.

I also checked the voltage at the blue/yellow wire that connects to 
the ballast resistor. I read 9.3 volts there while cranking and I am 
told it should be 10.25v at least. Does this indicate that my starter 
is going bad?? IE draining excessive current at startup? I really am 
at wits end on this issue, any help would be appreciated. Thanks
