Get some sponge paint brushes; they are about $3 or 4 for a bag of 
various sizes, and some P21S Wheel Cleaner. The wheel cleaner can be 
found in most auto catalogs. It is a bit pricey, but it works 
without damage to the wheel paint, etc. If that combo does not clean 
the wheels then you need to recondition them.
