[DML] Mark Hershey's governor fixes....

I have been planning to mess with my auto tranny governor or a while now but 
couldnt find anywhere that had axial tantalum caps with a good temperature 
rating. I searched for weeks, and finally found a website that has some 
badass caps! They are high temperature (200C!!!), wet, tantalum electrolytic 
caps, "HAQ" and "HAR" types. They are designed for the aerospace industry. 
They also have some solid ones, but the site didnt have a temperature rating 
for them... I am going to call them on Monday and try to order some, they 
have a distributor right in my town!
