David, it looks like you ran into about the same thing I did on 02650. I had 
to drill out the spot welds to remove the rotted section. I'm going to clean 
the inside of the frame and recoat it before I weld in a new piece of sheet 
metal. FYI, the bad corrosion in that area is the result of a combination of 
things: 1) As you mentioned, there's no drain hole and 2) The epoxy barely 
made it into this section, leaving about half the metal inside this area 
completely bare. (Once I removed the lower plate, I could see how the epoxy 
must have came in the little hole at the top, and barely made it halfway down 
the sides before tapering to a paper-thin edge.)
