Have your insurance company do an appraisal that should satisfy the 
requirement. They will probably want to do one anyway so see if you can 
arrange for them to come out on-site (or bring the car to them) and knock 
down two birds w/one stone. Since you are serious about purchasing the 
vehicle I'm sure the owner will have no problem having the vehicle 
appraised.
