[DML] Diagnostic Socket

Hello, I recently found that the PRV engine has a diagnostic socket outlet 
(Parts Manual 3.4.1. nr.14, part number 101065)

I'm just curious - what can you diagnose/measure? Exhaust? Idling?
Can every garage make a diagnose with their current standard equipment or 
can the engine only be diagnosed with a DeLorean-special-tool? I'd like to 
have a D-report from the "Doctor's office" :)
