You can get the same effect with the key in position 2 then sucking on the distributor vaccum advance pipe then quickly letting go. This will move the distributor baseplate then it will spring back when you remove suction. This movement will move the pole past the stator which triggers a pulse in the distributor coil then the ignition amplifier causes a single pulse which then runs the fuel pump relay for a couple of seconds too. This is a quick check of the lot.
  
  My fuel relay does run the fuel pump for 2 secs every time I turn the ignition to 2, so does Mike Bozzys and John P's. Not checked others.
