No ...Copper washers are correct

and how many large jubilee clips should 
there be holding the pump to the boot? 

One jubbly clip to hold the pump to the pump support bracket / 
rubber boot  ie inside the tank
 
One that goes over the pump boot and cover together and secures it 
all to the neck of the fuel tank.
