If you do not have an MOT, you are permitted to drive it to a local
garage to have it MOT'd. 
If you fail and drive it home without an MOT, you are committing an
offence. 
You cannot drive a car without insurance in any circumstances and not
commit an offence.  So, if your insurance requires a valid MOT....

Licence plates are a different kettle of fish and have been the
subject of many posts.  Use of an improper licence plate (or none at
all) may get you some points, but no insurance will get you a very big
fine and very big premiums when you do insure.
