Let me see if I can help.

When you push the stalk down, the wipers do one swipe. If when you do 
that, you HOLD the stalk down for the duration of the one swipe, then 
let go, you switch it into intermittent mode. Repeat it to turn it off.

Bit stupid, having to swipe them to turn them off but there you go
