No, not usually. We have a Canon CLC (we had an early one, and now have
a newer one, but since they're tens of thousands, or were, the model is
irrelevant).

KonicaMinolta are pushing their A4 colour lasers, and these are
relatively inexpensive. They also come with freebies, depending on the
model, though I suspect those aren't the cheaper ones ;)

Cartridges are relatively expensive, however you're looking at a cost of
a fraction of pence per sheet usually - which is your main benchmark.

The other thing you might consider is something like an Epson Stylus
Photo 1200 with a continuous ink system. Very high quality, cheaper to
run, but you still need to clean the heads. Permajet and Lyson are two
companies that spring to mind for ink systems.

Finally, if it's /just/ for photos, Dye Sublimation printers offer very
impressive quality but heinous running costs - however, they produce
something very much like a photo. Less opportunity for experimenting
with textured papers and such, which is one reason I really like a good
Epson inkjet.
