Sounds like the baffle is either not there or loose its self in the tank
allowing your gas movement to move the gauge as it moves around.

Is it normal for the fuel gage to flop around up and down with the movement
of the gas in the tank? My gage was installed a year ago. When I move
forward is shoots down, when I stop it shoots upward. It jumps up and down
a full 1/4 tank until settling. Is this normal? In large trucks with huge
gas tanks I've seen this but not in small cars.
