[DML] Fuel Gage flops around

Is it normal for the fuel gage to flop around up and down with the movement of the gas in the tank? My gage was installed a year ago. When I move forward is shoots down, when I stop it shoots upward.  It jumps up and down a full 1/4 tank until settling. Is this normal?  In large trucks with huge gas tanks I've seen this but not in small cars.
