Problem solved, turns out it was not a bad ground after all, changed all lights front and rear #1157and #1156 respectfully, cleaned contacts and greased bulb base with corrosion proof bulb grease,works perfectly.

  No more fast blinking turn signal and dim light on dash cluster for left blinker.
