1000 RPM is too high at idle when warmed up.? Something isn't working right.? Seriously, all you have to do is read the Fuel and Emissions chapter cover-to-cover in the workshop manual and you should find the problem.? And, keep the bypass screws closed!? It is probably a loose o-ring or something simple.

Out of curiosity I tightened all three air adjustment screws down to see
what would happen. The engine now idles stable at 1,000rpm. It could be
a coincidence, but it's good enough for me. :) I no longer have to jam
my foot on the brake at stoplights! It's bad for my shins. LOL
