That could be a number of things.
I've had several otterstats go bad and cause a similar problem.
Also, depends on if you have any of the "fan fail" modifications.
If you do you need to be very careful because fans sticking on my be
due to a failure of the "fan fail" circuit relays. This is
dangerous, it happened to me and the wires melted and could have
caused a fire. I'll let the technical experts tell you all the
testing methods but I would definetely isolate this because
continuous current in the wrong place can overheat the wires but not
necessarily blow the fuse. (personal experience)
