It means you need to replace your fuel pump support boot. You're right: no
gas should be visible in the well with the upper portion of the pump. You may
also need to replace other parts such as the fuel pre-filter. As well as
drain and clean the fuel tank. You should definitely replace the fuel pickup
hose as well. It's not that difficult, if you know what you're doing.
