True unless the system is low on Freon - then the low-pressure switch
will not allow the compressor, and therefore the fans via the diode,
to engage.
In my experience the otterstat itself is very fragile in terms of
being overheated. I've watched them die in the process of being
overheated. Sometimes they short, usually they open.
