[DML] DCS VIN numbers / raffle car update

The Design of the licence plate is complete thanks to Shannon Y.

Even if you do not make it to Chicago you will be able to purchase  them.
 
The plates will be the durable vinyl like we made at Pigeon Forge and gave  
away at the raffle.
 
I think the design is real cool in that it resembles a real plate.
 
We will use these at the show for displaying the cars on Friday Night when  
Gary Gore runs the VIN lineup for us.
