I too live in New Jersey. It is not illegal to repair the speedo or service
it in any way which does not alter the vehicles mileage. I believe Dan
stated originally he wanted the new speedo to read the same mileage as the
car had on the old unit. This is ok and allowed. Being in Law Enforcement,
I have read the statutes and directives pertaining to this in the Motor
Vehicle Code here in NJ (Title 39) for related instances in the past. Any
"altering" or "tampering" is illegal. However I dont think thats what was
intended. Any certified shop can document the mileage for you and correct
the new unit to match.

I don't know about Virginia but the last time I checked it was still
