[DML] NO cooling fans

Hello List,
My cooling fans are not coming on. The fan fail relay update has been 
done so that the fans stay on all the time but they are not coming on at 
all(the never have since I've owned it). The will come on when I turn on the 
A/C on but thats it. I looked at the otterstat and the wires are connected. 
what could this be?

ps. I need a used windshield and a passenger side rear quarter panel(small
