[DML] Hood won't pop up

My hood used to pop up a fraction when I pulled the hood release. Lately I 
have to grab the edge of the hood & lift when I pull the release cable. The 
cable recently broke, and with my new one installed, it's just the same. BTW, the 
loop on the hood that goes into the hood latch is a bit worn, as if it has to 
hammer its way into place.  Any ideas?
