Maybe my age will help out a little here.  :-)

The car was a 1968 and it was stolen in 1969---hence
insurance was not required, at that time, to own or
drive a vehicle     in 'most' states, if at all.  My
first two cars, a '64 Corvair bought in 1965 and a '55
Chevy Belair bought in 1968 required no insurance,
except my parents told me I had to buy insurance, or I
wasn't allowed to keep it at home or visit.

Folks of your age group grew up understanding that
insurance was required, where as, folks of my age knew
it only as a luxury that only 'rich people' could
afford.  If you messed up your vehicle, you fixed it
yourself, and it was no big thing.  If someone was
hurt in an accident, you never thought about suing the
guilty party, you just healed up and went on living.

Yes, I know this seems weird, but there are a few of
us that were around in those days and that's the way
things worked.
