That sounds like a VIN inspection. Nevada does that too when
registering a car, that was last titled/registered out of state. If
your homestate has some sort of an exemtion about titles, then go
ahead and check with them about this. Be honest and explain the
situation, but remain anonymous on the phone. Maybe you could get the
thing titled in Georgia...

By far, the easiest thing here to get a clear title for this car,
would be for the guy who's currently in possession of the vehicle, to
file a mechanic's lien against it. The State then tries to notify
those who have a lien on the car, according to their title records, to
see if they contest it. If no one steps forward, the state can award
judgement of the vehicle to the possessor, and issues a clean title.
Depending upon your state regulations, you may be able to file the
paperwork with the DMV or Tax Assessor, or you may have to file court
documents with the local constable. I knew of one Bricklin in town
here where the guy got the car, after the owner never paid for the
paint job...

I'd skip this car for now, but pass the information along to the
seller, so that he can get a clean title on the car, and sell it
easier. Of course whatever proof that he is deserving of said lien, he
needs to provide the paperwork on. And that's up to him to find out.
Some states may force the property to be sold, and others may outright
reassign ownership. Especially with vehicles.
