Yes, it affects it, but only by offsetting it.

y=Mx+C

This is the generic equation for a strait line graph. C is set by the
mixture screw and will not affect the gradient of the graph, or the
amount the plate deflects for a given air-flow. Proportionately, C has
little effect at higher RPM. M is the gradient which is set by the
primary pressure regulator.
